Precinct 4 Mobility & Drainage Projects

Status: Under Construction

Planned improvements include reconstructing the 2-lane asphalt pavement between I-69 and SL 494, widening the existing 2 lane asphalt to a 4 lane with a continuous turn lane between SL 494 and Needham Road. Limits for Segment 1 include Loop 494 to Needham Road. This project also includes modifications to SL 494 for improved conditions. Construction is expected to be completed 4th quarter 2026.

Improvements include widening Sorters Road from 2 lanes to 4 lanes with turn lane, and reconstruct ditches. Limits include North Bentwood Channel to Northpark Drive. Drainage improvements completed December 2025, with construction expected to be completed 1st quarter of 2027.

Status: Completing federal environmental requirements and relocation of utilities. Construction anticipated to begin third quarter of 2026.

Improvements include widening Ford Road from 2 lanes to 4 lanes with turn lane, and reconstruct ditches. Limits include Needham Road to Ricewood Drive

Status: Pending Conroe to allow construction in city limits; funding available and ready to bid construction.

Planned improvements include extending David Memorial Drive to intersect with SH 242. Limits include approx 1450′ south of SH 242 to SH 242 intersection.

Construction for Porter Heights improvements began the second quarter of 2024 and completed first quarter of 2025. All of Duester Lane, Bobby Lane, and Louis Lane was reconstructed, along with Porter Lane, from Alexander Lane to FM 1314, and Alexander Lane, from Hecht to Porter Lane. Drainage work was done to include regrading the ditches and driveway culvert replacement.

 

Precinct 4 Road Safety Improvement Projects

Limits: Intersection of East Knox and Loop 494

Commissioner Gray lobbied TXDOT to expedite installation of traffic signal to improve traffic flow. Signal installed and in flashing mode. Waiting on Union Pacific Railroad to complete work required for full activation.

Limits: FM 1485 to FM 2090

Scope: Install flasher units and LED-lit signs around sharp curves on Firetower Road to improve Safety. Project anticipated to be completed within six months of receiving funding.

Funding Source: Commissioner Gray secured a grant to fully fund this project. Funding source to be HSIP Grant and Precinct 4 Commissioner’s Office.

Bridge repairs were completed Millmac Road  from highway 105 to Willis Waukegan Road. Completed 11/6/25

Limits: Loop 494 to Lodge Road

Scope: Precinct 4 made much needed repairs to the portion of roadway between Loop 494 and Lodge Road after a year long permitting process with Union Pacific and TXDOT.

Limits: Hwy 105 to Millmac Road

Scope: A new concrete structure was installed on Willis Waukegan Road between 105 and Millmac Road during a complete bridge replacement to replace the original wooden bridge.

Limits: Donwick Drive to Harpers Landing

Scope: Improvements included multiple concrete segment repairs on South Trade Center from Donwick Drive to Harpers Landing.

Status: Completed

Limits: Brian Blvd from East River Dr to North Tram and the curve on North Tram

Scope: Improvements included upgrading the existing roadway of Brian Blvd from East River to North Tram Road.

Status: Completion November 2025

Limits: Intersection of Valley Ranch Parkway and FM 1314

Scope: A left turn lane was constructed on Valley Ranch Parkway at FM 1314. Construction to be completed before Thanksgiving.

Limits: SH 105 to 1700ft North

Scope: Improvements included upgrading the existing roadway from SH 105 to the county line. San Jacinto County has plans to continue the road improvement on their portion of Lee Turner.

Project Initiation
Phase 1 of the project includes an engineering study to evaluate and determine a solution to the area’s drainage and street network needs. It also includes improving roadside drainage through ditch regrading and driveway culvert replacements.

Following the completion of Phase 1, Precinct 4 will purse Phase 2 once funding is identified. This next phase will include the construction of the final drainage improvements for the area, as determined by the engineering study, along with the reconstruction of the roadways.

Precinct 4 New Park Projects

Construction is underway for a new park in Porter! This will be a 5 year phased project that will ultimately include a recycle center, playground equipment, trails, and other exciting amenities. The recycle center, trails, and equipment are part of phase 1 and remaining phases will be developed in the coming months/years.

Commissioner Gray has been working with local, state, and federal leaders on drainage solutions across the Precinct through partnerships and grant funding. In addition to the nearly 50 completed outfall and channel improvements, Precinct 4 has secured $9.9 million in federal funding for continued drainage improvements to outfalls. An outfall is a point where water flows from a drain or ditch into a larger body of water, such as a creek or river. By clearing and regrading outfalls and channels, we are taking a regional approach at storm water management to reduce flood risk.
